CASE STUDY 5
SYSTEM DESIGN, PUBLIC SAFETY OPERATIONS & NETWORK CO-ORDINATION
Operation Sentinel - Queensland Police Service
Contract Overview:
Operation Sentinel was a Queensland Police Service initiative designed to support major operational deployments across South East Queensland.
In 2017, National Luxury Transport (NLT) was commissioned to design and implement a transport management system to co-ordinate large-scale officer movements across South East Queensland during major policing operations.
Drawing on the NLT team’s experience delivering transport operations for large-scale national events including the 2014 G20 Summit, Queensland Police Service appointed NLT to design and deliver the transport management and technology platform required to plan, support and execute these movements.

The program included operational planning and fleet deployment across South East Queensland’s 1,000 sq km operational network, initially supported by 100 vehicles and 168 drivers alongside dedicated operational and coordination staff working full-time on the project.
Through close collaboration with Queensland Police Service representatives, the program scope and operational requirements were refined during an intensive four-week transition and planning phase.
The system was developed to support large-scale officer deployments through:
-
Co-ordinated scheduling across multiple operational shifts, managing movements between accommodation and deployment locations
-
Real-time fleet allocation and route management for vehicles and drivers
-
Automated driver notifications providing live schedule updates and operational messaging
-
GPS tracking and geofencing to maintain visibility of vehicle movements and confirm service activity
-
Secure communications and operational continuity systems supporting policing operations
The transport strategy focused on delivering a responsive and reliable service for officers while coordinating the operational requirements of twenty-eight QPS agencies participating in the program.
Two dedicated project managers worked alongside the Queensland Police Service team from contract commencement through system testing, mobilisation and operational rollout, ultimately supporting
delivery across 100 locations within three major cities.
Throughout the operation, NLT provided continuous coordination of vehicle movements, working closely with the Operations, Support and Command Centres responsible for managing the broader policing response.
A partnership approach built on flexibility, transparency and continuous improvement proved critical to the program’s success, enabling strong communication, proactive risk management and a highly accountable
service model.

"
We knew there had to be a better way, and we achieved it by building a QPS interface with multiple different agencies across the country, and then automating the process.
The use of the embedded schedulers and planners from NLT saw not one officer was late for a shift, and the Service now benefits from the experience of running its own fleet and a reservoir of trained members to operate it.
Whilst new business processes may not have the glamorous appeal of technological advances, they can nonetheless profoundly affect day-to-day life of police on the ground.
Thank you for your contribution to the success of Operation Sentinel and the delivery of a successful partnership between NLT and the Queensland Police Service”.
